Edwin Rogers, P.E. - President
Ed brings over 31 years of professional engineering consulting expertise for private and public clients to Florida Design Consultants. He specializes in managing the critical processes of planning, plan production, and permitting for complex, mixed-use master-planned communities. Ed’s deep experience gives him an understanding of client needs as well as the needs and requirements of local, state, and regional regulatory authorities that allow for a proactive approach to driving project success. Ed believes that our firm’s success comes from placing our client’s success first. Ed holds a Master of Science Degree in Civil Engineering from the University of South Florida.
Jared Patenaude, P.S.M. - Executive Vice President & Director of Survey
Jared is the Vice President of Surveying for the firm and has over 17 years of experience with a BS in Survey Engineering Technology and a Minor in Construction Management from the University of Maine Orono. He is responsible for the production of plats, boundary, topographic, hydrographic, record, quantity, specific purpose, control, and right-of-way surveys as well as quality control. Jared has extensive experience providing surveying services to private owners and governmental agencies such as Pasco County, Manatee County, Pinellas County, Hernando County, the City of Tampa, the City of Oldsmar, the City of St. Petersburg, and Tampa Bay Water.
David Fleeman, P.E., LEED AP - Vice President & Director of Engineering
David is a Tampa native who brings over 28 years of experience with a Master of Engineering degree from University of Florida. David specializes in the design and permitting of large multi-phased subdivisions, multi-family residential, industrial warehouses, and commercial outparcels for private developers. He is an expert in solving complex design challenges for both public-sector and private-sector clients. His expertise includes site development, parking studies, street repaving, and intersection improvement projects for School Boards, Institutional, and Community Development Districts, along with City, and County clients.
Rob Rosner, AICP, PLA, MPA, ASLA FRA-RA - Vice President, Director of Planning & Landscape Architecture
Rob is the Vice President of Planning & Landscape Architecture for the firm with over 30 years of experience in planning, landscape architecture, urban design, redevelopment, and land development. He brings a wealth of experience, enthusiasm, and leadership to the Planning & Landscape Architecture department at FDC. Rob holds a Bachelor of Science in Landscape Architecture from Purdue University and a Masters of Public Administration from Troy University. He is a seasoned professional who has served in both the public and private sectors in multiple states throughout the country and is well known for leading numerous large-scale, multidisciplinary projects for clients. Rob has an impressive portfolio of work ranging from land planning, community planning, regulatory planning, program development, redevelopment, commercial site design, institutional site design, amenity design, and park master planning and design.
