Utility Design

Florida Design Consultants has a proven track record of providing innovative, cost effective, straightforward engineering solutions to utility infrastructure improvements for public or private clients.  Our experienced staff of professional engineers provides services for all phases of projects ranging from feasibility studies, master planning, preliminary design through final design, permitting and construction phase services.  Our design expertise incorporates full design capabilities for water distribution system design, wastewater conveyance system design, reclaimed water conveyance system design, and wastewater pump station design, whether for existing system improvements or providing new design alternatives.

The FDC approach to projects engages the client in every aspect of the project, which assures that we first understand the issues, expectations, goals and timeframe for each project.  We believe the client is an integral part of the decision making process and the Client’s involvement in the consideration of alternatives, design issues and communication should be direct.  As we recognize that engineering is not an exact science with only one right answer to a problem, Florida Design Consultants strives to develop alternatives to address each of the client’s concerns.  We then discuss the pros and cons of each in a collaborative manner to derive the best-suited alternative to each specific project.  We always refer back to the experience we’ve gained from our past projects but strongly believe that “one size does not fit all” and that every project is unique.

Examples of utility design projects we’ve successfully completed include:

Pasco County:

  • Colony Road 16” Watermain Design – The project included design of 4 miles of 16” ductile iron pipe watermain within the rights-of-way of four existing roads.  A route study was included to evaluate the option of directional drilling under an existing lake along the direct route versus adding additional piping to route around the lake.
  • DeCubellis Road Utility Relocation – The project included the design of 4.3 miles of 30” ductile iron forcemain and 1.2 miles of 12” PVC watermain within the rights of way of three existing roads.  The project involved a directional bore under the Pithlachascotee River, existing utility conflict resolution, and coordination with a road-widening project.
  • Powerline Corridor Forcemain – This project included survey, design and construction for 2.5 miles of 36” HDPE forcemain within a Progress Energy powerline corridor, with coordination with FDOT for a state road crossing and directional boring to minimize wetland impacts.  Design on this project took advantage of other FDC services such as wetland delineation and permitting, survey services and construction management.
  • Galvanized Watermain Replacement Project – This project consisted of coordination with Pasco County Utilities Operation and Maintenance personnel to identify neighborhood areas served by galvanized water mains, develop design plans for the replacement of them, prepare the required right-of-way use applications, and provide construction coordination, observation and final certification.
  • Other recent Pasco projects include: Shady Hills 16” Watermain design, SR 52 Utility Relocation, Trouble Creek Road Pump Station and 20” Forcemain Design, North-Central Reclaimed Water and Forcemain final permitting and construction observation, the Northwood Pump Station Rehabilitation, and many others.

Pinellas County:

  • Lift Stations 39 & 48 Upgrade – These two existing lift stations were rehabilitated to replace the electrical service, distribution and control, as well as revise the level control operation and add a new controller and RTV.

Hillsborough County:

  • Diamond Hill Forcemain – This project consisted of the survey, design and construction phase services for 4,500 lineal feet of 12” PVC forcemain conveying flows from the Diamond Hill subdivision directly to the Valrico Wastewater Treatment Plant.  Extensive coordination was conducted with the county to finalize the forcemain route through the Valrico WWTP property to a final connection directly to the plant headworks.
